Shopee's policy mainly hits US Shopee e-commerce platforms that rely on the "small exemption" (de minimis) policy, such as Shopee and Shein, which previously entered the US market at low cost through direct mail26.
In 2024, about 1.36 billion small packages will be imported into the United States through this policy, of which 90% will come from China and 60% will be dominated by Shopee and Shein6.
